ROGER BERG

Roger has been involved in the medical field in a variety of positions since he graduated from high school. His first job in the medical field began immediately after high school graduation as a surgical scrub nurse, which continued for 6 years while he attended college and received his B.S. degree. This was a wonderful experience as he had the opportunity to work with his father-in-law who was an anesthesiologist and as a result Roger had more intubations in those six years then most Respiratory Care Practitioners have in a life time. Following this he operated the heart-lung machine as a perfusionist for 8 years as well as being a surgery assistant for a group of pulmonary and cardiovascular/thoracic surgeons. This was followed by many years serving as a pharmaceutical sales representative for several pharmaceutical companies. With encouragement from his father-in-law and two brothers-in-law who are all physicians, Roger enrolled in the Respiratory Therapy Program at Victor Valley College following a near fatal heart attack.

In 2000, Roger became Manager of the Respiratory Therapy, Cardiology, Sleep Lab and Telemedicine Departments at Ridgecrest Regional Hospital (RRH), Ridgecrest, CA.   Since then he has been involved the exciting and growing profession of Respiratory Care including:
  • Associate Faculty, Victor Valley College, Clinical Instructor and Classroom Instructor, 1999 – present
  • Member of the Advisory Board for the Respiratory Therapy Program at Victor Valley College, 1999 - present
  • Coordinator at RRH for the California Newborn Hearing Screening Program, 2001-present

MARK GOLDSTEIN
Past-President

Mark Goldstein is a senior respiratory/clinical manager of Sutter VNA Timberlake, a DME division that provides respiratory educational & consulting services to patients in the Northern California Area.  Mark has been involved in The California Society of Respiratory Care for over 20 years. He consults regularly with physicians and professionals from a variety of governmental and health care related fields to help create synergistic solutions to the developing home care arena. 


BARRY WESTLING

In 2012, Barry will celebrate his 42th year in Respiratory Care. Beginning in 1970, he earned an A.S. degree in Respiratory Therapy, later earning an A.A degree in Business Administration, B.S. in Vocational Education, and M.Sc. in Educational Administration and Leadership. He has worked and managed RT departments in the SF/Bay Area, Central California, and Southern California Regions. 2012 will also mark his 29th year working at San Joaquin Valley College in the capacity of Program Director, Chair of Cardiopulmonary Sciences, and Administrative Director overseeing four on ground RT programs and an Online RT Upgrade program. In 2003 he was honored as Teacher of the Year, by the National Career College Association (CCA). He is an adjunct online instructor for MaxKnowledge® and The Center for Excellence in Education in Irvine, CA. He is also a graduate of the Sequoia Regional Leadership program, a 1-year training program sponsored by the California State Office for Counties and Chamber of Commerce.

 

2012 will mark 29 years in elected or appointed offices serving a variety of roles with the CSRC. He has maintained continuous membership with the CSRC since 1975 and the AARC since 1973. Currently, Barry is serving his third term as Delegate to the AARC. Among other offices in the CSRC, Barry was President of the Chapter-6 and Central California region for 10 years; appointed Education Co-Chair (2008); appointed Scholarship Coordinator, Education Committee; (2001-04); appointed editor of The Pneumogram, newsletter for CRSC (1996); Chair, Publications Committee (1996); Co-Chairman: Public Relations Committee (1991-92); and member of the CSRC Conference Planning Committee (1983, 1987-91, 1994-96). Barry also is an instructor for the CSRC’s Legal Obligations and Ethical Responsibilities Ethics Course since 2009.

Since 1995 he has served the NBRC as an Item Writer for the CRT, WRRT, Clinical Simulation, Neonatal-Pediatric Specialist, Certified Pulmonary Function Technologist, and Registered Pulmonary Function Technologist, credentials he also possesses. He has served as an expert witness in two cases of malpractice and negligence, and has been a Site Review Team member for the California State BPP&VE – Degree Program Accreditation. He was contracted as a New Terms consultant for Stedman’s Medical Dictionary for the Health Professions and Nursing - 6th Edition (2007), and Stedman’s Pocket Dictionary -1st Edition (2008).

BOB BENCE
Alternate Delegate

H. Robert (Bob) Bence has been a Respiratory Care Practitioner (RCP) for over twenty five years.  He earned his under graduate degree (BS) in Health Science, from California State University at Chico.  He practiced clinical care at Alexian Brothers Hospital in San Jose California, where he was the Assistant Director for Respiratory Care, Cardiac Cath Lab, Cardiology and Neurodiagnostics.  Mr. Bence was instrumental in initiating protocol based care, utilizing RCP’s in the Cardiac Cath Lab, and establishing via quality initiatives, point of care laboratory services.  Pioneering other programs based upon a consummate understanding of both clinical practice and educational methodology, many privy to his insightful and compelling work, have themselves become leaders. Robert simultaneously ascended the leadership path of the California Society for Respiratory Care (CSRC) and from 2002 to 2004 served as its President and Executive Officer. 

A member of numerous professional organizations, directly and indirectly related to Respiratory Care, Mr. Bence has lectured, consulted and educated healthcare professionals in fifteen different states and in at least two foreign countries.  He has testified on behalf of the Respiratory Care profession several times in Sacramento.  He has both initiated and authored position papers for the state professional society.  Robert was primarily responsible for establishing a collaborative relationship between the CSRC and the California Respiratory Care Board.  Under his leadership the CSRC initiated a number of strategic initiatives, most of which carry forth today.  One initiative, the mandatory Professional Ethics course (PEc) for all California RCPs, was taken on despite skeptical antagonism from a larger national RC organization.  The California PEc is today the national standard for Professional RC ethics.  Another project, the formation of a charitable public organization, with a basis in Respiratory Care, is “Seventy Square Meters”.  Mr. Bence has dedicated a lifetime toward the betterment of the Respiratory Care profession and believes Seventy Square Meters to be the culmination of that passion.


GARY PHELPS
Region President - San Diego/Inland Empire

 

 

 

I have been a therapist for 21 years. I was trained in the U. S. Navy and learned many unique skills and techniques that are essential to taking care of patients. I was stationed at BalboaNavalHospital (now Naval Medical Center San Diego) and was soon trained in the neonatal ICU. In August 1990 I was deployed overseas to the Persian Gulf, where I was assigned to a mobile surgical team to take care of foreign and U. S. casualties following the invasion of Kuwait. I was in charge of ensuring that all of the respiratory needs of the patients were being met. Just before I separated from the Navy I started working at Children’s Hospital and Medical Center San Diego and MercyHospital in San Diego (acquired by Scrippshealth in 1994). I have been actively involved with precepting respiratory students in the hospital and have supervised and/or managed respiratory therapist throughout my career. I got actively involved in the CSRC when I was nominated for and appointed to the Vice President position on the San Diego/Inland Empire Region in 2006. Then in July 2007 I assumed the position of President of the region. Recently I have filled all of the position on the regional board of directors and I’m starting to get respiratory therapists in the region more active in the organization.


SUZANNE FISCHETTI, 4176

I graduated from Long Beach City College in 1979, and got my RRT in 1982.  I worked part time during my children’s diaper years, and returned to  full time work with a tear in my eye.   As my children began growing up and not needing me so much, I began   working full time again, but when I found myself a single mother, I threw all my energy into my family again.  Still, the desire to make a difference in my world pulled at me.  Then my eldest son, at 21 yrs old, got brain cancer.  After several surgeries, and coding in the hospital, I figured that was going to be my life’s work.  But, I was wrong.  While there at St. Francis Hospital, Tim Snitily invited me to join the board of the SCR of the CSRC.  Sadly, I had to ask what the CSRC was. I do not want anyone in our field to have to ask that.  I want them to know what we do, and how we help them.  My son, Scott, is doing well, and going to school, while I am able to pursue my passion.  I want to help our profession to meet the needs of an ever changing world.  We are trying to cope with the changes in the medical system, improve disaster preparedness, and help all therapists to be better educated.   We want respect and professionalism.  That can only be achieved if we deserve it.

Currently Program Director for San JoaquinValleyCollege in Rancho Cucamonga.  In 2000 completed BA in History from CSUSB and in 2008.  Completed Masters in Management from the University of Redlands.  Married to Tisha Guzman, RRT, since 2004.  Have 3 children, Elaina (23), Demi and Austin (13).  Has served as the CSRC Education Co-Chair since 2008.
